NYC Elections Board Certifies Rangel Victory

It's official. The commissioners of NYC Board of Elections have certified all the results from the June 26 primary, including naming incumbent Congressman Charles Rangel the winner of the Democratic primary for the 13th Congressional District.

The board's Manhattan borough managers went before the commissioners on Tuesday with their reports, which were formally certified. They had spent much of last week and this past weekend doing additional vote counts.

On Monday, state Senator Adriano Espaillat conceded the race to Rangel for a second time. The first time came on primary night, where returns showed Rangel had a large lead. By the next morning that lead had shrunk, leading to criticism over the vote counting process and questions of voter fraud and intimidation.

It remains unclear whether Espaillat will seek reelection to his Senate seat. He needs to file a petition to run by Thursday.
